I believe it may be a sticky throttle shaft because if I stick a screwdriver down the throat to manually move the butterfly, the feature wakes up and it seems to work fine for a while. I did clean the carburetor at a point and it was jn pretty good shape but I did not remove the throttle shaft when cleaning it.
